alcatel 4010x unlock done but still locked

Hi! trying to unlock alcatel 4010x but still asking for sim me lock code everytime phone restarts.

tried also to enter unlock code and this procedure: type *#*#3646633#*#* and from engineering menu select SIMMELOCK but still not permanent unlocked..


any idea please..
