SGH-i917 Unlock Problems

Howdy NCK forums,

I've started my second round of usage for my dongle, and I'm running into some problems. I'm trying to unlock and flash my Samsung Focus, but it will not detect. I have it in USBDiag mode as well as USB modem mode. It is showing up as a COM Port, but upon reading info, I get this:

COM : 4 Selected
Model Selected : SGH-I917
Reading Phone Info..
Phone Not Found, Please Check Port, Driver, Phone!
No Device Found...
USB Debugging is enabled in phone?

I've been trying to install every driver, having to use compatibility mode with windows 7. I'm using Windows 8 x64. The one thing that will not even open is the file SSDN_V1.1.808.7165_SETUP_whql. I'm not sure about the importance of it, but I have a hunch it is hindering my unlocking. Any clues?

Edit: Also, I do not have ADB/SDK installed. I assume it is not needed since I'm playing around with a Windows phone.
