unable to activate hxcdongle

i got a new hxcdongle, i installed all drivers , hxcpro tool recognize the dongle but when i try to register it says dongle is not activated on server, i go to maintenance but activate is not highlighted , i saw some similar thread here but the solution didn't work , i uninstalled all card reader drivers and inserted hxc , installed drivers again but same problem
