Iphone 5 sprint cannot activate 6.1.3

I follow instructions as well as I can, however, this iphone 5 running 6.1.3 will not allow me past the activation process. I input various imsi numbers including
3101200
3160101
3160100
All used for sprint to no avail. Please help as I have 50 of these units and have not gotten a single one to work. I have the update dongle and have updated the x-sim to 4.19
