question about iphone network finder...

hi all i got an iphone that after using iphone network finder it says:

what is written above means that its locked to at&t and it won't work in italy for example? i ask this cause i made an unlock request 5 hours ago thinking that it was locked. i now tried the sim card inside the phone and the phone works fine i dont understand how its possible.in these 5 hours the phone got unlocked(even if in the site it still says "pending) and thats why now it works or perhaps it was already unlocked?

iphone network finder should tell me if the phone is already unlocked or not???
